La carrera administrativa en el marco de la función pública en Colombia

El presente libro, es el producto de varios años de ejercicio profesional en cargos de dirección administrativa y de asesoría externa en la función pública en los órganos y las entidades de la rama ejecutiva en los niveles nacional y territorial, y en los sectores central y descentralizado. La novedad del libro se encuentra en el hecho de reunir y presentar de manera analítica conceptos de la función pública, su origen y evolución en Colombia, los grandes interrogantes que debe resolver, sus reglas de juego, la doctrina y la jurisprudencia pertinentes para solventar problemas tomados de la vida real que, a medida que se estudian, se analizan y se proponen soluciones, hacen posible aclarar la nomenclatura, es decir, el lenguaje respectivo y que permiten construir, de manera sistemática, las competencias que deben tener y poner a prueba tanto los estudiosos del tema como los funcionarios que se desempeñan en este campo, así como los servidores públicos que de manera directa o indirecta son afectados por el ejercicio de la función pública

Technological Capabilities Asymmetries in Latin American and the Caribbean

This paper analyzes the convergence process in Latin America and the Caribbean during the 1960-2005 period. The evidence is not favorable to clear convergence or divergence trends, but to a slight process of convergence until the 1970s, and then global divergence. In turn, the results suggest the existence of transitory clubs of convergence during the 1960-1974 and 1990-1994 periods. After that, the lower income economies showed convergence to the relative richer countries, but in a context of increasing dispersion of the per capita income. The development accounting and the decomposition of the total factor productivity (TFP) indicate that those results are mainly explained by relative differences in the technological capabilities, and that the existence of structural differences is a key factor to explain the nonconvergence in technological capabilities. The efforts to integrate the economies were not enough to reduce the gap but the divergence in technological capabilities would have been worst without the integration process.Convergence; Total Factor Productivity Decomposition; Technological Capabilities; Economic Integration; Latin American and the Caribbean

Testing Hybrid Natural Inflation with BICEP2

We analyse Hybrid Natural Inflation in view of the recent results for the tensor index reported by BICEP2. We find that it predicts a large running of the scalar spectrum which is potentially detectable by large scale structure and $21\, \mathrm{cm}$ observations. The running of the running is also relatively large becoming close to $10^{-2}$. Along the way, we find general consistency relations at which observables are subject if the slow-roll approximation is imposed. Failure to satisfy these equations by the values obtained for the observables in surveys would be a failure of the slow-roll approximation itself.Comment: V3: Published versio

Openness and Total Factor Productivity: Test of Temporal Coincidence of the Structural Breaks for Latin America and the Caribbean

We study the existence of structural break in TFP and in several indicators of openness for a sample of 20 Latin American and Caribbean economies for the period 1960-2005. For this purpose, it has been used the test of Zivot and Andrews (1992) on series of TFP computed from a development accounting exercise (Hsieh and Klenow, 2010) and alternative measures of openness with different characters: openness policies, openness as result, and measure of deviation (Wacziarg, 2001). The accumulation of cases, both potential and significant breaks in TFP are in line with the Oil Crisis of 1973/4 and 1979/80, and the Mexican Crisis of 1982. The cases of breaks on TFP during the consolidation process of openness in the region (1985-95) are not significant. El sentido de la práctica instrumental en la realidad social actual

La práctica instrumental es una actividad que puede observarse en muy diversos momentos y lugares en nuestro entorno, desde sitios concurridos hasta solitarios, con reconocimiento social o sin él, se puede ver una gran variedad de situaciones en las que se interpreta música sola sin necesidad de usar la voz. Como puede observarse, la mayoría de la música comercial que está extendida por la sociedad es de género vocal, la más actual y la de hace algunas decenas de años, por lo tanto se entiende que el instrumento principal de esta música es la voz o las voces. Cabría preguntarse si la música instrumental está arrinconada en otro sector distinto de la sociedad, en donde las palabras no tienen cabida dejando su lugar a los sonidos.niversidad de Málaga.
